This role will lead the operational groundwork required to establish Keewatinohk Inniniw Minoayawin Inc.’s (KIM) emerging public health infrastructure.

The Public Health Implementation Specialist is responsible for planning, implementing, monitoring, and supporting the phased assumption of centralized Tuberculosis (TB) service across First Nations communities while building scalable systems for surveillance, integrated screening, outbreak response, and population health management.

This position will work closely with internal leadership, community partners, federal and provincial stakeholders, nursing stations, tribal councils, and regional health authorities to ensure a safe service transition aligned with KIM’s health transformation priorities, self-determination principles, and commitment to racism-free and culturally safe care.

The Public Health Implementation Specialist is an innovative role that supports the development of KIM as a First Nations-led public health entity and advances integrated TB–STBBI–chronic disease screening models to improve health outcomes across First Nations communities.

The ability to speak one of the northern First Nations languages is desirable. Candidates with roots to a northern First Nation community will be given preference.

The successful candidate will be responsible to:
  • Lead the operational development required to establish KIM’s public health infrastructure.
  • Develop and execute a phased approach for TB service assumption implementation plan across identified communities.
  • Ensure all program objectives, activities, metrics, and outcomes satisfy funding agreements and support long-term sustainability.
  • Oversee the creation of processes that allow for seamless referral pathways and transitions between internal and external health resources at the community, regional, and provincial levels.
  • Supports the co-development and co-design of population health promotion and prevention strategies and programs at the systems and local levels in partnership with First Nations communities.
  • Manage projects, information, and logistics related to public health implementation deliverables.
  • Provide updates to the CEO and prepare reports to track progress (monthly and annually).
  • Support budget planning and notify leadership of any significant variances.
  • Identify and track key performance indicators, objectives, and key results aligned with public health priorities.
  • Develop and operationalize workforce models, including TB Nurse Case Managers and Diagnostic Support Workers.
  • Support recruitment strategies in partnership with Human Resources and identify training requirements aligned with TB standards.
  • Operationalize integrated screening protocols and workforce capacity development including HIV, hepatitis C, syphilis, and chronic kidney disease screening.
  • Ensure screening practices align with harm reduction principles, racism-free, and culturally safe care models.
  • Compile, analyze, and appropriately disseminate aggregate information to KIM senior management, First Nations communities, and system partners.
  • Establish surveillance and reporting processes, including dashboards that monitor epidemiological trends and inform deployment decisions.
  • Ensure compliance with privacy legislation and data sovereignty governance requirements including adherence to OCAP principles.
  • Support outbreak preparedness by assisting in the development of deployment models, escalation pathways, and operational protocols.
  • Foster effective relationships with community leadership, health directors, Tribal Nursing Officers, community-based health staff, nursing stations, tribal councils, regional health authorities, and government partners.
  • Promote First Nations beliefs, values, and traditions, ensuring culture is reflected in public health approaches when requested and available.
  • Report verbally and in writing to senior leadership via presentations, briefing notes, and other documents as required.
  • Support proposal development, funding submissions, and strategic planning activities.
  • Liaise with KIM communications to support the development of communication plans that promote public health programming.
  • Represent the program and organization while cultivating strong working relationships across KIM programs and services.
  • In conjunction with KIM leadership, ensure required equipment, administrative supports, and resources are in place for a safe work environment.
  • Perform engagement and outreach activities to support community readiness and change management.
The successful candidate will possess the following qualifications:
  • Master’s Degree in Public Health, nursing, health administration, epidemiology, social sciences, or another health discipline, or a combination of Baccalaureate Degree in Nursing with training and experience in a relevant field.
  • Minimum 5–7 years progressive experience in public health, population health, communicable disease, or health system implementation. Project management experience, including program implementation, budgets, evaluation, and reporting.
  • Experience working collaboratively with First Nations communities and health organizations, including health centres, nursing stations, tribal councils, and regional health authorities.
  • Understanding of the scope of practice across diverse health care disciplines and knowledge of team-based care models.
  • Knowledge of surveillance systems, outbreak response, and integrated care models is considered an asset.
  • Experience leading teams and supporting workforce planning is required.
  • Strong conflict resolution skills and ability to navigate complex discussions utilizing a trauma-informed lens.
  • Ability to promote patient-focused care that demonstrates care for and with patients and families.
  • Knowledge of First Nations determinants of health, rights, and ways of knowing and doing.
  • Knowledge and experience in community development is considered an asset.
  • Ability to maintain confidentiality and demonstrate professionalism.
  • Proficiency with computer software applications including Microsoft Office and virtual meeting platforms.
  • Strong verbal and written communication skills with the ability to advocate, draft reports/briefing notes, and present to internal and external audiences.
  • Excellent organizational and time management skills with the ability to manage multiple priorities.
  • Strong self-efficacy skills with the ability to work independently and within a team environment.
  • The ability to speak one of the Northern First Nations languages is an asset.

  • Must be able to travel on occasion, with appropriate notice.
  • Successful completion of Personal Health Information Act (PHIA) training will be required.
