Under the direction of the Director of Policy or delegate, the Policy Analyst conducts research, analyzes information, and prepares evidence‑informed recommendations to support organizational planning and decision‑making. The role involves monitoring policies, trends, and emerging issues related to health and wellness; preparing analytical documents; and supporting initiatives that aim to improve health outcomes in northern communities.

The ability to speak one of the northern First Nations languages is desirable. Candidates with roots to a northern First Nation community will be given preference.

 The successful candidate will be responsible to: 

  • Prepare analytical materials such as briefing notes, reports, research summaries, and presentation content. 
  • Contribute to the development, coordination, and implementation of strategic action plans that inform improvements in health and wellness services, standards, and system-level policies. 
  • Support the collection, analysis, and interpretation of evidence‑based information to guide planning and organizational decision‑making. 
  • Review, monitor and analyze provincial and federal government health care legislation and policy decisions/directives, initiatives, and operational plans which affect the health and health services for First Nations in northern Manitoba. 
  • Support community engagement activities for health transformation with and for northern First Nations, including facilitating dialogue, gathering input, and writing reports that help inform program and policy development. 
  • Assist in communicating information to various stakeholders and in receiving feedback from community partners, health staff, and relevant professionals. 
  • Participate in committees or working groups focused on identifying and addressing health service gaps. Support participation at inter-sectoral tables and contribute to collaborative decision-making processes related to health and wellness priorities. 
  • Other duties as assigned.

 The successful candidate will possess the following qualifications: 

  • Post-secondary degree in health policy, public health, public administration, political science, Indigenous studies, law, or a related field, or an equivalent combination of education and relevant experience. 
  • Deep understanding of health systems, health services delivery, and factors that influence health outcomes in northern or remote communities. 
  • Knowledge of policy development processes and legislative or regulatory environments affecting health and/or social policy.
  • Knowledge of health issues, health care systems, programs, and services as they impact First Nations. 
  • Ability to work with tact and professionalism, including when representing the organization in multi‑stakeholder contexts. 
  • Strong communication and networking abilities for working with community partners and sector representatives. 
  • Experience in community engagement, applied research, or policy-related work in northern, rural, or remote contexts is considered an asset. 
  • Proficiency with computer software applications, internet, e-mail, and Microsoft Office 365 applications is required. 
  • Must have excellent writing, oral, and inter-personal communication skills. 
  • Ability to prepare and deliver high-quality written reports and presentations for diverse audiences. 
  • Experience with First Nations community engagement, community-based research, and First Nations decision-making processes is an asset. 
  • Ability to work respectfully with diverse communities and understand unique regional or cultural contexts. 
  • The ability to speak one of the northern First Nations languages is desirable. 

The following are considered conditions of employment: 

  • Satisfactory criminal record/vulnerable persons/child abuse registry checks will be required.
  • Must be able to travel to First Nations communities and within Northern Manitoba on occasion with appropriate notice.  
  • Successful completion of Personal Health Information Act (PHIA) training will be required.  
  • Must be eligible to work in Canada.
